Preheat the oven to 400˚. Butter a 9-by-13-inch or other 3-quart baking dish. Bring a large pot of salted water to a boil. Add the spaghetti and cook according to the package directions, then drain and set aside.

Melt the butter in the same pot over medium-high heat. Add the beef, 1 teaspoon salt, the garlic powder, onion powder and red pepper flakes. Cook, breaking up the meat with a wooden spoon, until browned and cooked through, about 7 minutes.
Step 3
Stir the marinara sauce into the beef, bring to a simmer and cook about 3 minutes. Remove the pot from the heat, then stir in the cooked spaghetti and ricotta. Transfer the spaghetti mixture to the prepared baking dish. Scatter the mozzarella and parmesan on top and bake until the cheese is browned and bubbling, about 30 minutes. Top with the basil.
