In a medium pot, bring 1/3 cup water, the maple syrup, rosemary, and cinnamon to a boil. Boil 3-5 minutes, then remove from the heat. Let cool. Keep in the fridge for up to 2 weeks.
Step 2
To make the brûléed oranges, sprinkle one side of each orange slice with sugar. Heat a small skillet over medium-high heat. Place the orange slices, sugar side down, in the skillet and sear for 2-3 minutes, until lightly caramelized. Remove from pan and let cool. In a cocktail shaker, combine the bourbon, orange juice, orange bitters, and 2 tablespoons of the cinnamon syrup. Shake to combine.Strain into a glass. If desired top with sparkling water. Garnish with a cinnamon stick, rosemary, and a brûléed orange slice.
