Step 1
Combine pasta and water in a large saucepan (some of the pasta will not be submerged). Bring to a boil over high heat. Boil, stirring occasionally, until the pasta is al dente, about 8 minutes, stirring in peas during the final minute of cook time.

Reduce heat to medium-low. Add Parmesan, cream cheese, lemon zest, lemon juice, garlic, crushed red pepper (if using) and salt. Cook, stirring constantly, until the cheese is melted but the sauce still looks loose, 1 to 2 minutes. Remove from heat.
Step 3
Let the pasta mixture cool, stirring occasionally, for about 3 minutes (the sauce will thicken and coat the pasta). Stir in mint and dill. Divide among 4 bowls and garnish with additional mint and dill, if desired.
