Step 1
Heat oil in a large non-stick frying pan over medium-high heat. Add onion, carrot and celery to pan. Cook, stirring occasionally, for 5 minutes or until softened. Add garlic. Cook for 1 minute or until fragrant. Add mince. Cook, breaking up with a wooden spoon, for 8 to 10 minutes or until browned and cooked through.
Step 2
Add flour. Cook, stirring, for 1 minute. Stir in stock and Worcestershire sauce. Season with pepper. Bring to the boil. Reduce heat to medium-low. Simmer, stirring occasionally, for 10 to 12 minutes or until sauce thickens slightly.
Step 3
Stir in peas. Cook for 2 to 3 minutes or until peas are bright green and tender. Serve mince mixture spooned over toast, sprinkled with parsley. (see Notes)
